Context and objectives​​​​​​​

Context

When dealing with illegal migration, there is a need for more coordination, mainly among local governments. Several partners are involved in administrative law enforcement in this regard (mainly municipalities, police services, public prosecutors' offices, Immigration Office, etc.). In the field, it is observed that there is often ignorance among these different services regarding the return procedures as implemented by the Immigration Office. In the past, training sessions for the services concerned did not yield sufficient results to remedy this in the short term. The placement of local liaisons who can operationally support the links between the Immigration Office, local police services, urban/municipal administrations, the governors (in the context of transit migrants), local social organisations have proven their usefulness under the previous AMIF programming period. This project wants to focus on the durability and sustainability of the already developed capacities.

Objectives

  • Financing the secondment of 4 liaisons to local authorities in the most relevant central cities with migration problems. The aim is to improve relations with local partners, as well as with migrants, and optimise return procedures.
  • At urban level: collecting, exchanging and analysing information on immigration phenomena, illegal immigration, human trafficking and human smuggling together with both operational and policy staff from the police, urban administrations and civil society. This included working on a human trafficking circuit from Suriname (misuse of the asylum procedure and family reunification procedure).
  • Develop operational action plans to combat certain illegal immigration phenomena. Regarding the human trafficking network Suriname, investigations, searches and eventually arrests and repatriations were carried out (together with the public prosecutor's office, the federal police, the family reunification services and the city services).
  • Training provided for police forces, students, civil society and other potential partners on voluntary and forced returns and the importance of identification.
  • Formulate proposals to improve operations and cooperation.
