Starting September 1, 2025, the procedure for European Union citizens wishing to submit a residence application will change.
From that date, any EU citizen submitting a registration application (commonly referred to as Annex 19) must provide proof of their EU citizenship during their first visit to the local municipality. They must also present all necessary documents that demonstrate their intended status for residing in Belgium. This may include proof of employment, self-employment, job-seeking status, enrollment as a student, sufficient financial means, or being a family member of another EU citizen or a Belgian citizen.
Therefore, EU citizens must submit all required documents at the time of their residence application. Failure to do so will result in their application for a registration certificate not being considered.
After all documents are submitted and the conditions fulfilled, the right of residence may be granted, and an EU card will be issued.
