Right of entry and residence for up to three months (short-term stay)

The right to enter Belgium and the right to stay in Belgium for a maximum of three months is recognised to the Union citizen upon presentation of a valid national identity card or valid national passport, or if he/she can have it established or proved by other means that he/she enjoys the right of free movement and residence.

An alien who claims to be an EU citizen but is unable to present the documents described above, may be denied entry by the authorities responsible for border control.
​However, before proceeding to this refusal of entry, the Immigration Office provides a deadline to present these documents, or to prove by other means that he/she has the right to move and reside freely. 

The Immigration Office may impose an administrative fine of 200 euros on an EU citizen who does not present a valid identity card or passport.
